My OPT was end on June 15(Last weekend). I applied a job three months ago in
a university, and basically got the job. However the job is still in the
process for final approval by the university. Today, I got an email and said
because I am out of status, and they can not process my job anymore. Is
this true?

The second question: is this true that the person within OPT grace period
will not be able to apply new job and where can I get any documents to
support this?

The second question, I am planning to change my status to H4 under my wife's
H1. Is there any problem because I am in OPT grace period?

Can I legally do volunteer during the grace period?

1. 对，如果学校提供H1的话可以出境签证。
2。grace period期间是用来打包离境的，没有合法身份所以不能直接境内转换身份。
可以申请工作，但要出境签证。
3。严格说不能境内转换H4，但只是间隔几天的话USCIS很有可能会收下你的I-539，所
以要尽快在这个礼拜内把I-539送到USCIS。
4。grace period期间工作是不合法的。

我觉得你说的不对吧？我见过有人F1毕业之后（没有申请OPT）转成H4啊，并不需要离
境签证，好像只要实在grace period 之内递交申请就可以。

前面说了间隔时间短的话比如1-2周USCIS有可能认为是合理的而收下申请，时间长的话就难说了。不过如果考虑短期内还是要转H1工作的话，H4还是出境签证最简单。

Explain to them that you are in your grace period, NOT out of status. And
yes, you can change your status during the grace period.

I applied H4 successfully 2 months later after grace period. But you'd
better leave and re-enter the State. Otherwise you will run into some
difficult situation when you applied GC.
