I applied both EB1A and NIW, RD 8/3/09 for both in TSC. No update and no
response in email. Today I got a letter from USCIS for "REQUEST FOR EVIDENCE
".

......

A statement from the petitioner detailing plans on how he intends to
continue his work in the U.S.

......

Is this a letter of ref request? What is my strategy in answering?

it seems like they are requesting your research plan in the future, if your
GC is approved,

but maybe they are also asking for a more formal letter like a letter from
your present employer, or your advisor to state what you are doing, and what
you will do in research in the near future.

I am not sure, read the statement clearly.

My thoughts:
1) List the future goals of both your institute/lab and yourself, and how
these goals are to be achieved. In addition, you need summary the history of
your lab and yourself, to show that it has been succcessful for such a long
period, so people will not wonder you will survive again.
2) They want to hear again the significance of your research and how you are
going to stick in it (e.g., if it is nation-grant supported research, how
you can continue the research when the funding stops).
3) You need address your specific major/research has future, especially for
NIW that you need stay in the similar area for a while.
